SOUTHWEST SPEEDWAY TRACK RULES
As of April
13, 2008
General Rules.
1.
The rules and/or regulations set forth herein are designed to provide for
the orderly conduct of racing events at Southwest Speedway and to establish minimum acceptable requirements for such events.
These rules shall govern the condition of all events at Southwest Speedway, and by participating in these events, all
participants are deemed to have complied with these rules. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL
RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide
for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator or official.
2.
No motorized vehicles allowed on the race track property except during a
race club sponsored activity. Offenders will be punished by a $200 fine and/or possible prosecution by
the state’s attorney for trespassing.
3.
Driver is sole spokesman for car owner and pit crew in any and all
matters pertaining to the race and the driver only shall take part in any arbitration with the officials.
4.
Driver is responsible for the conduct and actions of his/her crew members.
Unsportsmanlike conduct by drivers, owners and/or pit crews shall be grounds for disqualification and/or punitive action.
5.
No driver, crew member, car owner, spectator, or any other person shall subject
officials to abuse or improper language.
6.
No driver, crew member, car owner, spectator, or any other person shall participate
in any fight or any other type of disturbance on the premises.
7.
All points go with a driver and/or team. If a driver is
to have a team, it must be declared the first night the car races to accumulate points.
8.
All money earned will be paid to the driver unless prior arrangements are
made with the treasurer.
9.
Pure Stocks: All Pure Stock drivers shall abide by the
Southwest Speedway Pure Stock Rules, in addition to the rules set forth herein.
10. Street Stocks: Southwest Speedway has elected the Street Stock class to be sanctioned
by WISSOTA. All WISSOTA rules and procedures are in full force and effect, in addition to the rules set
forth herein. In the event a rule conflicts between WISSOTA’s rulebook and Southwest Speedway’s
rulebook, Southwest Speedway’s rulebook shall prevail so long as it does not cause the driver to be fined or otherwise
penalized by WISSOTA. A copy of WISSOTA’s current rule book can be found at www.wissota.org.
11.
Modifieds: Southwest Speedway has elected the Modified
class to be sanctioned by IMCA. All IMCA rules and procedures are in full force and effect, in addition
to the rules set forth herein. In the event a rule conflicts between IMCA’s rulebook and Southwest
Speedway’s rulebook, Southwest Speedway’s rulebook shall prevail so long as it does not cause the driver to be
fined or otherwise penalized by IMCA. A copy of IMCA’s current rule book can be found at www.imca.com.
12.
Other cars: Any other class of car that participates in
an event at Southwest Speedway will abide by their sanctioning body’s rules and procedures, in addition to the rules
set forth herein. In the event a rule conflicts between the sanctioning body’s rulebook and Southwest
Speedway’s rulebook, Southwest Speedway’s rulebook shall prevail so long as it does not cause the driver to be
fined or otherwise penalized by the sanctioning body.
Pit Rules.
1.
No driver or crew member may enter the racing area until he/she has
completed all releases, waivers, registrations and/or entry forms. No person will be allowed to sign release
and waiver sheets for anyone other than themselves.
2.
All persons under the age of eighteen (18) must have a signed minor release
form on file with the secretary of the Board of Directors.
3. Pit area parking is restricted to race cars, one tow vehicle per race car, and track equipment.
4.
Shirts must be worn at all times in the pit area.
5.
Pit speed limit is 5 miles per hour, including race cars.
6.
The pit steward is in charge of all pit activity.
7.
No race cars will be started in the pits after 30 minutes of the completion
of the last race event.
8.
All drivers and pit crew members are required to attend the pit meeting.
Car and Driver.
1.
Drivers whose home track is Southwest Speedway must work at least six 6 hours
at the track each year. Drivers who do not work at least six (6) hours will be assessed a half booster
of a regular night. If driving more than one class, the booster will be assessed against the higher paying
class. Pit crew members may be substituted to work for a driver.
2.
No one under the age of sixteen (16) is allowed to drive a modified.
3.
All persons under the age of eighteen (18) must file with the Secretary of
the Board of Directors a duly notarized written consent of all his/her living parent(s) or legal guardian(s).
4.
All drivers must possess a current driver’s license issued by any state’s
agency authorized to issue a driver’s license.
5.
All drivers will be equipped with a working raceceiver.
Race Procedure.
1.
The Flagman is in charge of all racecars on the race track. Calls
involving the exercise of judgment are final and binding.
2. All cars are to be at the track and unloaded at least one hour before race time.
3.
All cars have 10 minutes to report to the track for packing when notified.
If you are late or do not pack, you will start tail end of each race that night.
4.
The number of cars in a heat race will be determined by race officials.
5.
If a driver is unable to start in his/her appointed heat race, he/she will
not be allowed to start in another heat race.
6.
Race lineup for Pure Stocks will use a point average system involving a draw
for the heat and the use of a three-week point average (based upon the last three events that a competitor had competed in
at that race track) for the feature race. Opening night will be straight up for the feature.
After opening night, the feature line-up will be inverted as follows: one (1) heat race, invert
five (5); two (2) heat races, invert four (4); three (3) heat races, invert three (3); four (4) heat races, invert two (2);
five (5) heat races, invert (1). A car must finish the heat race to be included in the invert.
All other classes will use the line-up procedures as specified by their respective sanctioning bodies.
7.
Trophy Dash line up as follows: 1 heat: top
eight (8) cars, inverted; 2 heats: top four (4) cars, inverted; 3 heats: top three (3) cars, inverted. If
qualified, a driver must run the dash to retain his/her starting position in the feature race.
8.
Cars will be lined up in the pits before each event. Any
car entering the track during the parade lap will start at the rear of the field. IF YOU ARE LATE, YOU
START LAST. Upon notification to the field that they will be taking the green flag next time by the flag
stand, no other cars will be able to enter the race surface.
9.
If a car is unable to start a race, all cars behind that position will advance
one spot straight forward. No criss-crossing.
10. No switching of draw positions between drivers. A driver may ask to be positioned
tail end in any race.
11.
A yellow flag on the first lap of a race constitutes a complete restart.
Line up double file in your original position, unless you are sent to the rear of the field by the flag man.
Any car that moves out of position before the green flag falls will be relegated to the rear of the field.
12.
When a race is yellow flagged after at least one full lap of racing, cars
will immediately line up single file regardless of their running spot upon the waving of the yellow flag. Proper
line up will be announced via raceceivers. Drivers will move to their proper position double file behind
the leader. Lead car passing flag stand constitutes a completed lap.
13. The car(s) that caused the yellow flag will restart at the rear of the field. Any
car that spins out unassisted and causes a yellow flag will go tail end and one lap down.
14. Any driver who causes 2 yellow flags in one race will be black flagged and must immediately leave the
racing surface.
15.
Any car whose speed is considerably less than the rest of the field may be
considered dangerous and removed from the race.
16.
All cars will come to a complete stop during a red flag. No
pitting allowed. If the officials determine that the situation is unsafe or will take some time to be resolved,
they may, at their discretion, send the cars into the pits. All cars will get their spots back when racing
resumes, providing they return to the track on time.
17. Only race officials allowed on the track during a yellow or red flag.
18. No one stops on the race surface to discuss any incident or call with any official except those concerning
the safety of a car.
19.
Any car and/or driver disregarding the black flag will be disqualified for
the remainder of the program’s events and may be subject to suspension.
20. Any car and/or driver disqualified from a heat race, other than for mechanical reasons, will start the
remainder of the program (trophy dash and feature) at the rear of the field. If a car and/or driver are
disqualified twice (heat and trophy dash), the car and/or driver will be out of the remainder of the program’s events
(feature).
21.
Any car and/or driver disqualified from a heat race due to weight, he/she
will lose heat points. If disqualified because of weight in the feature, he/she will lose feature points
and money.
22.
Any car and/or driver disqualified due to mechanical issues will lose race
points and money for the entire program.
23.
The flagman and/or race official has the right to disqualify any car and/or
driver for misconduct or not complying with the rules.
24. A car must take the green flag in the “A” feature to be eligible for points and payout.
25.
In a feature, any car 2 or more laps down that enters the pits must stay
in the pits.
26.
All races in each class have a 30 minute time limit.
27. Feature races ending for reasons other than the 30 minute time limit must have half of its scheduled
laps completed to be considered a completed race.
28.
During feature races only, a yellow flag occurring after at least one car
has taken the white flag will have a 1-time green, white, checkered finish. The 30 minute time limit does
not apply. The restart will be double file.
29. The payout for a race stopped before its total scheduled lap completion will be based on the last completed
lap. The payout for a race stopped on the last lap will be as follows: cars crossing the start/finish
line prior to the yellow/red flag will be paid according to the order they crossed the start/finish line. Cars
crossing the start/finish line after the yellow/red flag will be paid in the order they were on the last completed lap, followed
by the car(s) involved in the yellow/red flag.
TECHING/SANCTIONS
1.
Protest Rule: Only a driver of a car within the same class
can protest to have another car “torn down”. The request must be made to the pit steward and
paid for prior to the start of the feature race. Pure Stock tear down costs $100 top end (car, intake,
and one head) and $100 bottom end (pull oil pan) or $200 for both. Other classes pursuant to sanctioning
body rules.
2.
Any person violating any rule or procedure may be penalized by the Board
of Directors and/or WISSOTA or IMCA. Penalties may include: laps, positions, disqualification, exclusion,
suspension, fines or loss of points and purse.
3.
Fines, unless established elsewhere herein, are as follows:
1st offense: To
be decided by the Board of Directors, not to exceed $50.
2nd Offense: $150.00
3rd Offense: Suspension for remainder of season.
4.
Fines must be paid in full prior to the car and driver being allowed to participate
in another event at the track.
