1.
Decisions of the RACE OFFICIALS, interpretation
of all rules & scoring of
positions shall be final. The Board of Directors reserves the right in
an emergency
to make special rulings which it deems
conducive to the well-being of race com-
petition & voluntary participation
of any competitor in the competition shall
constitute recognition of this
right. The Board also reserves the right
to revise these
procedures or any supplements thereto
at anytime. EVERY PERSON, or group of
persons, who undertake to participate
in race competition shall be deemed to be
acquainted with these procedures &
his/her application shall constitute acceptance
of them. These rules are in effect before, during and
after a race event.
2. Drivers,
whose home track is
work days will not be subject to a
booster night. Drivers not working will be
assessed a half booster of a
regular night. Pit men may be
substituted to work for a
driver. If driving more than one class, booster will
be assessed against higher
paying class.
3.
Flagman is in charge of all race cars on race track. Pit Steward is in charge of all pit
activity.
4. NO motorized vehicles allowed on the
race track property except during a race club
sponsored activity. Offenders will be punished by a $200 fine
and/or possible
prosecution by the state's attorney for
trespassing. Offenders will not be
allowed to
return to the track until the fine is
paid in full.
5. NO
ONE stops on the race surface to discuss incidents or calls with any official
or
pitman. No arguing with the
officials. Stopping to consult with an
OFFICIAL about
safety of car permitted. Officials WILL NOT remove any car parts.
6. No
drivers or crew members may enter the pits until he/she has personally signed
all
Releases & Waivers. No one is permitted to sign for someone else.
7. No
one under 16 years of age is allowed to drive a modified. No one is allowed to
drive without a driver's license or
based on any stipulations put on by our insurance
company. No persons under 18 years of age shall be
permitted to drive in any race
unless a duly NOTARIZED written consent
of all his/her living parents or parent or
legal guardians or guardian is first
obtained & filed with the secretary of Roughrider
Racing Association. All persons under the age of 18 who enter the
pits must have a
signed Minor Waiver on file.

Pit area parking will be restricted to race cars, one tow vehicle per
car, wreckers,
ambulance, fire trucks, and club
vehicles.
9. Fire suits, neck braces & Nomex racing
gloves are MANDATORY for all
classes
& are required to be worn at all
times when on the track. All suits must
be in good
condition with no holes or tears. Each car must have a working fire
extinguisher in
tow vehicle. SA95 helmets are highly recommended.
10.
Helmets, seat belts, shoulder harnesses & face shields are required
& must be worn
at all times in all classes.
11.
Shirts must be worn at all times in the pit area. This rule includes all pit men,
drivers, & track officials. NO EXCEPTIONS!
12. No
beer or alcoholic beverages may be consumed in the pit area until the entire
race
program is completed for all
classes. Anyone caught drinking in the
pits before the
races are over will be immediately
ejected from the premises. No mood
altering
drugs allowed on race premises at any
time. Anyone showing signs of use of
alcohol or drugs will be asked to leave
the premises immediately. Random drug
testing may be instituted at any time.
13.
Driver is responsible for his/her crew & will be the sole
spokesperson for his/her
car.
This means that if you have a question, the driver is the only person to
talk to
the officials about the problem after
the completion of the race. Driver’s who
allow
their pit people in without signing a
liability release, paying and getting a wrist band
may be suspended for the next race.
14. No
driver or crew member shall subject any official or track worker to abusive or
improper language at any time. Any driver who assaults or threatens any
official
will be suspended for 2 races &
will forfeit all points & money for that night, &
may be
subject to a fine.
15. Any
person who fights or causes a disturbance on race premises will be suspended
for the next racing event for that
class. He/she will forfeit all points
& money for
the night, & may be subject to a
fine. DRIVERS are responsible for their
pit crew.
16. All
cars must take the green flag in the A-feature to qualify for payout &
points. If
car leaves track & re-enters race
later the driver is eligible for tow money only.
17. No
one except officials allowed on the racing surface at any time after the race
program has begun.
18. ALL CARS WILL BE AT THE TRACK, IN THE PITS
& UNLOADED, AT
LEAST ONE HOUR BEFORE RACE TIME. PIT MEETING WILL BEGIN
45 MINUTES BEFORE RACE TIME. EVERYONE IN THE PITS WILL
ATTEND THE PIT MEETING, IMMEDIATELY
FOLLOWING MEETING
ALL CARS WILL PACK THE TRACK & BE
OFF THE TRACK 10
MINUTES BEFORE RACE TIME. EVERYONE IN PIT AREA WILL
STAND BY THE RAIL FOR THE NATIONAL
ANTHEM EXCEPT
DRIVERS IN THE FIRST HEAT--THEY WILL BE
LINED UP & IN CAR.
ALL ENGINES, AIR COMPRESSORS &
GENERATORS WILL BE
TURNED OFF FOR THE PIT MEETING &
THE PLAYING OF THE
NATIONAL ANTHEM.
19. All
cars have 10 minutes to report to the track for packing when notified. NO
EXCEPTIONS, If you do not pack or if you are late for
the pit meeting, you
start tail end for every race of the
night.
20.
Prior to each race, track officials shall conduct a meeting of drivers
for the
interpretation of the rules & any
specific regulations applying to that race.
All
drivers are required to attend, &
it is the driver's responsibility to do so.
Any
driver failing to attend shall be
responsible for the matters discussed at such meeting
as if he/she had been present.
21.
Cars will be lined up in the pits before each event. When the green flag is thrown
the gate will be closed & no one
will be able to enter the race until approved by the
Pit Steward.
22. If any
driver or driving team who has qualified a car is relinquishing his/her car to
another driver for a racing event,
he/she must notify the track officials, flagman &
head lap counter, & give them the
new drivers name. Cars must be qualified
to
compete in any event. Substitute cars start at tail end.
23.
Number of cars in a heat race will be determined by the race officials.
24.
Heat line-ups will be determined by draw. Trophy dash will be determined as
follows: 1 heat-top eight cars; 2 heats-top four
from each; 3 heats-top three from
each.
The winner of each heat will start in the back (inverting from heat
finish).
Feature line-ups will be determined by
point average (number of points divided by
number of races). When 2 heat races are run the top 10
qualifiers will be inverted
according to point average. When 3 or more heats are run the top 12
qualifiers will
be inverted according to point
average. Remainder of feature is lined
up by point
average except non-qualifiers that
did not take the checkered flag in their heat race
will start in the rear of the
feature and be inverted according to point average. If you
have NO established point average you will start behind the cars that
qualified. If
there are 2 or more drivers with no
established point average they will draw at the
gate for feature position. The first night of the year, drivers will
draw for the feature
line-ups, just like the heats.
25. If
a car is unable to start a race, all cars beyond his/her position will advance
one
position straight forward. NO
CRISS-CROSSING.
26. No
switching of draw positions between drivers.
A driver may ask to be positioned
tail-end in any race.
27. Once the line-ups are done, if you are
unable to start your appointed heat race, you
will
not be allowed to start in another heat.
If you qualify for the dash, you must
run it to maintain your starting spot
in the feature. Mechanical problems must
be
verified by the Pit Steward.
28.
Cars entering the track on the parade lap will start at the rear of the
field, regardless
of your qualifying position. IF YOU
ARE LATE, YOU START LAST!
29. Pit
Steward or lap counters may change line-up if necessary.
30.
Racing before the green is thrown will result in going tail end, one lap
penalty or
disqualification at the flagman's
discretion.
31. A yellow
flag on the first lap of a race constitutes a complete restart. Line up 2
abreast in your original position
(unless sent to the back by the flagman).
Any car
that moves out of position before the
green flag falls will be relegated to the
rear of the field.
32.
When the race is yellow flagged after at least one full lap of racing,
cars will line up
single file in the order in which they
were running at the end of the last completed
lap.
When lined up in proper order the restart will be double file. Lead car passing
flag stand constitutes 1 completed lap.
33. To
accumulate points and if a driver is to have a team driver, it MUST be declared
the first night the car races.
34.
Spin out rule will be enforced.
If any car spins out unassisted & causes a yellow
flag, they will go tail end & will
go 1 lap down. It is to the driver's
advantage to
refire the engine & resume racing.
35. Any
driver who causes 2 yellow flags in a race will be considered unsafe & will
be
black flagged & disqualified from
that event & must leave the track.
Any car whose
speed is greatly less than the other
competing cars may be considered by the South-
west Speedway officials in charge of
the event as detrimental to the sport &
removed from the racing surface.
36. Any car entering the pits during a yellow
flag will restart at the rear of the
field.
All pitting must take place off of the racing surface. You
will be given 3 laps
to make repairs & reenter the
track. The 3 laps start when
the last returnable
car is off the track.
37.
Once the yellow light is turned off for a start or restart, the Pit Steward at the
entrance to the track will determine if
it is safe for a car to pull onto the
track.
Watch
for his/her signal, he/she is in complete control. DO NOT
pull onto
the track unless he/she signals you to
do so. Re-entering a race is only
allowed at
the staging area. A car entering the race elsewhere will be
disqualified for that
event.
38. All
accidents are to the flagman's discretion as to the realignment of involved
cars.
If after the lead car takes the
checkered flag & the race must be stopped (yellow or
red flag), the race shall be considered
complete. ORDER OF FINISH WILL BE AS
FOLLOWS: Cars crossing start-finish before yellow/red
flag is thrown shall be paid
in the order they cross the
start-finish line. Cars crossing the
start-finish line after
the yellow/red flag is out will be paid
in the order they were on the last completed
lap.
Followed by the car(s) involved with the yellow/red flag.
39. RED FLAG.
All cars will come to a complete stop on either the front or back
stretch
depending on the location of the
problem, which caused the red flag.
Watch the
track officials. NO
PITTING WILL BE ALLOWED DURING A RED FLAG.
ONLY
OFFICIALS & SAFETY CREWS WILL BE ALLOWED ON THE
TRACK, NO PIT CREW OR FAMILY MEMBERS. If the officials determine
that the situation is unsafe or will
take some time to be resolved, they may, at the
flagman's discretion, send the cars into
the pits. In this case, all cars will go
to the
pits & will get their spots back
when racing resumes, providing they return to the
track on time.
40. Absolutely no pit people allowed on track
during a yellow flag. Only officials and
safety crews allowed on track. Infractions will result in driver going tail
end and a
fine.
41. NO driver will exit their car while on the
track during a yellow flag unless due to a
safety concern. Exit from car will result in disqualification
for that event.
42. A race may be stopped at the discretion of
the track officials at any time they
consider it dangerous or unsafe to
continue.
43. The flagman & race officials have the
right to disqualify anyone for an event or for
the remainder of the night's races for
misconduct or for not complying with the rules.
44. ANY
CAR DISREGARDING THE BLACK FLAG WILL BE DISQUALIFIED
FOR THE REMAINDER OF THE NIGHTS EVENTS
& MAY BE SUBJECT
TO SUSPENSION.
45. If a car & driver are disqualified, other
than for mechanical reasons, the car will start
the remainder of the program events at
the rear of the pack. If a car &
driver are
disqualified twice, both will be out the
remainder of the program's events. If
a car
and driver are disqualified from a
heat race due to weight, he/she will lose heat
points. If disqualified because of weight in the
feature, he/she will lose feature
points and money. Any mechanical disqualification results in
loss of race points
and money for the night.
46. In a feature, any car 2 or more laps down
that enters the pits must stay in the its or
he/she will be black flagged.
47. The flagman is in complete control during a
race & may disqualify or reposition any
cars at his/her discretion. Calls, which involve the exercise of
judgement on the part
of the flagman are final & binding.
48. If a race is stopped before its completion,
the payoff will be based on the last
completed lap. The feature must be half completed to be
considered a complete
race.
The scheduled number of laps will be run unless the drivers are notified
prior
to the race, unless under dangerous
conditions or at the flagman's discretion.
A 30
minute time limit is in effect for all
classes.
49. During features only, if a yellow flag occurs
after at least one car has taken the white
flag, there will be a 1-time chance at a
green, white, checkered finish. The 30
minute rules does not apply and the
restart will be double file. If a yellow
occurs
during these 2 laps the finish will be
determined by the running order of the last
completed lap.
50. All points go with the driver &/or
team. All money earned will be paid to
the driver
unless other arrangements are made with
the treasurer.
51. Watch your speed in the pits. Anyone speeding or driving in an unsafe
manner in the
pits may be suspended & subject to
a fine, at the discretion of the officials.
52. NO race cars will be started in the pits, 30
minutes after the completion of the last
race event. FINES to this rule are 1st-$50, 2nd-$100 and
3rd-$200.
53. Any person or group violating any rules or
procedures may be penalized by the
Board of Directors. Penalties may include laps, positions,
disqualification,
exclusion, suspension, fines or loss of
points and purse.
54. Protest
Rule--Only the driver of the car can protest to the Pit Steward & this
must
be done & paid for before the start
of the feature. $50 top end (carb.,
intake, & 1
head); $50 bottom end (pull oil pan) or
$100 for both. This will be done near
the
scale.
FINES-due in cash before car
& driver are allowed back at the track
1ST
OFFENSE Up to a maximum of $50.00; to
be decided at the disgression of the officials
2ND
OFFENSE $150.00
3RD
OFFENSE SUSPENSION FOR REMAINDER OF THE SEASON
